Plant Closings & Layoffs  

Such occurrences may be subject to the Worker Adjustment and Retraining Notification Act (WARN). WARN offers employees early warning of impending layoffs or plant closings. The Employment and Training Administration (ETA) provides information to the public on WARN, though neither ETA nor the Department of Labor has administrative responsibility for the statute, which is enforced through private action in the federal courts.

Other federal agencies besides the Department of Labor enforce laws and regulations that affect employers. Statutes that ensure non-discrimination in employment are generally enforced by the Equal Employment Opportunity Commission (EEOC). The Taft-Hartley Act regulates a wide range of employer-employee conduct and is administered by the National Labor Relations Board (NLRB). Human Resources Management 

Human resourcesis a term used to describe the individuals who comprise the workforce of an organization, although it is also applied in labor economics to, for example, business sectors or even whole nations. Human resources is also the name of the function within an organization charged with the overall responsibility for implementing strategies and policies relating to the management of individuals (i.e. the human resources). This function title is often abbreviated to the initials 'HR'.
